Adult patients over the age of 18 should be able to be their own responsible party. They should be able to receive an individual statement in the their own name without having to add an unnecessary second account in their name and further bog down the system. I'm not sure if billing statements generated to the head of household on the family file rather than responsible party is completely HIPAA compliant when individual members are over the age of 18 .
