Not lock the procedure notes once a claim has been attached.

Once the billing dept has attached a claim to the procedure completed, providers cannot go back into the note to finish or add notes. We recently upgraded to the 7.0 version and this has been a problem for us. The billing dept is now having to wait to send claims for 2-3 days to give providers time to finish their procedure notes.
