Add an exclude $0 balance claims from Secondary Claims Not Created report
Currently the report needlessly pulls many claims that don't need a secondary claim to be filed, because the primary payment/adjustment resulted in a $0 balance. Those claims on the report still need to be reviewed. Report parameters should include a check box with for Exclude.
